1. Department leaders:
a / The Home Affairs Department has a director and deputy directors;
b / The director is the head of the Department and takes responsibility before the People's Committee, the president of the provincial People's Committee and the law for all activities and the performance of his / her functions, tasks and powers;
c / The deputy directors are assistants to the directors of the provincial / municipal Services, who are answerable to the directors of the Services and before law for the assigned tasks. When the Director is absent, a deputy director of the Department shall be authorized by the Director to run the Department's activities;
d / The appointment, dismissal, transfer, rotation, commendation, discipline, resignation, retirement and implementation of regimes and policies toward directors and deputy directors shall be decided by the presidents of the People's Committees. The province shall decide in accordance with the provisions of law.
2. Organizational structure:
a / The specialized bureaus under the provincial / municipal Services:
- Office of the Department;
- Inspectorate;
- Department of civil servants and officials;
- Division of Organization, Personnel and Non-Government Organization;
- Government Administration and Youth Work Department;
- Office of Public Administration Reform;
b) Agencies attached to the Department:
- Department of Archives - Archives;
- Boards of Emulation - Commendation;
- Religion Committee.
